What Is a C/TPA?

Understand the difference between program administration and participation in a random testing pool.

The term in plain language

C/TPA means consortium/third-party administrator. It describes a service agent that manages agreed parts of an employer’s DOT drug and alcohol testing program.

Administration and pool participation differ

Program administration concerns agreed tasks such as coordination or documentation. A consortium pool combines eligible participants for random selections. Ask exactly which arrangement a proposed service covers.

Questions to ask a provider

Clarify the covered population, enrollment process, selection procedures, collection coordination, record responsibilities, fees, and employer duties. Ask separately about any Clearinghouse work and required authorization.

Ask about our planned program

Rewrite is developing C/TPA and consortium services. You can ask about the planned program, but enrollment, random pool participation, and Clearinghouse assistance are not currently available.

This guide provides general information. Requirements vary by location and circumstances; seek advice specific to your situation before making legal or regulatory decisions.
